Mr. Cooper is a Senior Project Manager with more than three decades of experience in a variety of transportation projects including interstate and roadway improvements. His experience includes project management, consultant management, preliminary and final roadway design, preparation of contract documents, design procedures, construction phase services, and QA/QC. He holds a BSCE from Penn State University and is a registered professional engineer in Pennsylvania and Virginia
