Dr. H. Gene Hawkins is a Senior Principal Engineer with Kittelson LLC, where he provides expert witness services for traffic control devices and related subjects. He is a Professor Emeritus at Texas A&M University, where he spent 17 years as a professor in the Zachry Department of Civil Engineering. Prior to his academic career, he was a researcher at the Texas A&M Transportation Institute. His career also includes time working for consulting firms and TxDOT. Gene received his doctorate, masters, and bachelor’s degrees from Texas A&M University in civil engineering. He is a Registered Professional Engineer in Texas. His expertise encompasses a broad range of traffic engineering, most notably traffic control devices and the Manual on Uniform Traffic Control Devices.
Gene is a member of numerous professional and technical organizations. He currently serves as the chair of the National Committee on Uniform Traffic Control Devices, a position he was first elected to in 2018. He previously served in many leadership positions within the NCUTCD. He is or has been a member of several committees within the Transportation Research Board (TRB), including serving as chair of the Traffic Control Devices Committee 2001-2007. He is a Fellow of the Institute of Transportation Engineers (ITE).
