About me
Mr. James Kovar has extensive experience on a variety of roadside safety hardware devices and the development and maintenance of testing standards. Over the 11 years working at TTI, Mr. Kovar has led and contributed to numerous project teams working for sponsors such as the Texas Department of Transportation (TxDOT), the National Cooperative Research Program (NCHRP), the National Highway Traffic Safety Administration (NHTSA), the Federal Highway Administration (FHWA), the American Association of State Highway and Transportation Officials (AASHTO), and the 27-state and province Roadside Safety Pooled Fund program. Mr. Kovar is a member of the Transportation Research Board (TRB) AKD20 Standing Committee on Roadside Safety Design and actively participates in the planning activities for the midyear meetings and conferences sponsored by the Committee. In his years attending the TRB Annual Meeting, he has presented lectern presentations, poster presentations, and committee presentations. He also serves as Co-Chair of Task Force 13 Subcommittee 7 for Test Facilities which coordinates Inter-laboratory Comparisons (ILCs). Mr. Kovar is a member of the American Traffic Safety Services Association (ATSSA) Texas Chapter Guardrail Committee and regularly presents at ATSSA’s Annual Convention & Traffic Expo. Mr. Kovar is also a member of ASTM International Committee F12 Security Systems and Equipment, which oversees the maintenance of the ASTM F2656: Standard Test Method for Crash Testing of Vehicle Security Barriers and ASTM F3016: Standard Test Method for Surrogate Testing of Vehicle Impact Protective Devices at Low Speeds. He actively serves on the working teams that update and revise these standards. He has also recently become chair of F12.10-.06 Task Group on Barrier and Sitework Systems.
