Patrick Richter is currently the Vice President of Operations at Sucevic, Piccolomini and Kuchar Engineering, Inc. (SPK). Patrick also occupies a Senior Project Manager role at SPK.
Prior to his arrival at SPK Engineering in 2017, Patrick retired as the PennDOT District 12 Construction Services Engineer/Local Project Delivery Manager, after 26 years with the Department. During his time with the Department, he also held the titles of Maintenance Services Engineer, Greene County Maintenance Manager, District Plans Engineer, District Portfolio Manager, Design Complex Project Manager, Highway Design Squad Leader, and District Pavement Management Engineer/GIS Coordinator. Patrick Richter has a total of 33 years of Transportation Experience and is a registered Professional Engineer in both Pennsylvania and West Virginia.
